Applying for a Police Clearance Cerfiticate (PCC) from the United Arab Emirates or Qatar is a job that takes some time and requires proper steps and diligence.

Below, we outline a brief step-by-step process to apply for a PCC from UAE and Qatar.

When you are no longer resident in the UAE, you may use the fingerprint card from the country where you are currently and where they fingerprint you. The fingerprint cards should be attested by the UAE embassy in the country where you are. The rules for getting a certificate from the embassy may vary from country to country. Once the certificate from the embassy is put on the fingerprint cards, the online PCC application can be done on the website of Ministry of interior – UAE or on the website of Dubai police. Then the online application with the documents below must be sent to the UAE.

What all do you need for the PCC application:
– Fingerprint cards approved by the UAE/Qatar Embassy in The Hague
– Two recent passport photos
– Copy of valid passport
– Copy of last UAE/Qatar visa
– Reason for application PCC

Step 1:
When you are no longer in UAE/Qatar, the process of requesting and submitting the documents is slightly different than when you are physically present there. Have your fingerprints taken at an accredited agency that you can be sure will help you in an office and that all precautions have been taken. The accredited agency will prepare the fingerprint cards and identity statement for you.

Step 2:
The signatures on the documents must then be legalized at the notary. Successively, after the fingerprinting appointment, the accredited agency makes an appointment with the notary in the area to have both signatures legalized.

Step 3:
You now have the fingerprint cards and authenticated signatures. These should be submitted to the court in the Netherlands, which will verify the notary’s legalization.

Step 4:
You will receive the documents back from the court, these documents must then be submitted to the Ministry of Foreign Affairs for legalization.

Step 5:
Once you have the legalization back from the Ministry of Foreign Affairs, you can make an appointment with the UAE/Qatar Embassy in The Hague for the approval (attestation) of the documents for the PCC application. Once the Embassy has issued the approval, you can use the fingerprint cards for the PCC application in UAE/Qatar.

What does legalization entail?
A legalization is a process by which the authenticity of documents is confirmed by international governments and agencies. If you want to use your official documents abroad, they must be legalized before the relevant authorities will accept them. Each country has its own requirements, depending on the type of document and the purpose for which you want to use it.

In simple terms: Legalizing documents really means nothing more than that the signatures on the document are declared legally valid by an already official Dutch authority. Documents signed by a notary public are legalized through the Court, the Ministry of Foreign Affairs and the relevant Embassy. If the destination country is a member of the Apostille Convention, a document need only receive an Apostille at the Court.
